
Regional Cyberdrill for Africa

The International Telecommunication Union (ITU) and INTERPOL are committed to enhancing the cybersecurity readiness, protection, and incident response capabilities, as well as counter cybercrime capabilities of their Member States and Member Countries in the Africa region. To achieve this, we are organizing the ITU-INTERPOL Africa Cyberdrill, a simulation exercise designed to test and improve the region's collective response to cyber threats.
Over the past decade, the ITU has organized more than 55 Cyber-Drills globally, involving over 160 countries. INTERPOL, through the project African Joint Operation against Cybercrime (AFJOC), leverages on its expertise in international police cooperation to assist its member countries in Africa as they conduct cross border cybercrime operations. This combined experience and expertise will ensure a valuable learning experience for participating African nations.The 2025 ITU Regional Cyberdrill for Africa will be held, co organized with INTERPOL, from 1 to 4 July 2025, Centre international de conference de Kintélé, Republic of Congo, the National Agency for Information Systems Security (ANSSI) and Centre Africain de Recherche en Intelligence Artificielle (CARIA).
The purpose of the forum is to provide an appropriate platform for senior ICT, cyber security officials, and Law enforcement officers specializing in cybercrime investigation from across the Africa region to discuss, formulate strategic directions and plans to tackle emerging threats to the global and regional Security sector.
The purpose of the Cyberdrill is to:
- Foster collaboration and information sharing between National CIRTs and Law Enforcement agencies.
- Enhance the ability of participating in countries to prevent, detect, investigate, and disrupt cybercrime, as well as respond to, and recover from cyberattacks.
- Strengthen regional cooperation in combating cybercrime.
ITU:
1. Enhance the cybersecurity readiness and resilience of African CERTs and national cybersecurity centers.
2. Promote the adoption of international cybersecurity standards and best practices in the region.
3. Facilitate regional collaboration and knowledge sharing on cybersecurity issues.
INTERPOL:
1. Support international cooperation in combating cybercrime by assisting member countries investigate and disrupt cybercrimes, highlighting the regional cyber threats identified in the INTERPOL 2024 African Cyberthreat Assessment Report.
2. Facilitate the exchange of information and intelligence among law enforcement agencies in the region. Encourage the use of the INTERPOL Cybercrime Knowledge Exchange (CKE) Platform to share resource information, including funding opportunities, technical tools, and training programs, between ITU and INTERPOL members.
3. Enhance participants' operational readiness in preparation for upcoming cybercrime operations.
By working together, ITU and INTERPOL can help African nations build the capacity and capabilities they need to address the evolving cyber threat landscape.
The ITU-INTERPOL CyberDrill is designed to provide participants with focused sessions that revolve around four main thematic concepts:
Reflect, Share, Learn, and Practice.
- Reflect: Through joint assessments and knowledge exchange, the event will analyze regional cyber threats, foster cross-disciplinary understanding, and discuss collaborative strategies for improved response.
- Share: Promote knowledge sharing of beneficial communication networks, and exchange funding stream resources.
- Learn: Build capacity for the CSIRT communities within incident response and critical information infrastructure protection (CIIP)
- Practice: Test operational resiliency key concepts across CSIRT/CIRT/CERT community.

Day One the regional Cyberdrill is open to national CIRTs/CSIRTs, Ministries, regulators, telecommunication operators, academia and educational institutions, telecommunication equipment manufacturers, research and design institutes, software developers including other interested stakeholders of the ITU Member States, law enforcement officers and sector members in Africa.
Day Two is only open to team members from National CSIRT/CERT/CIRTs, the National Cyber Security Authorities, National Cyber Security agencies, as well as Law enforcement officers specializing in cybercrime investigation and ITU member states.
Day Three and Four are open to technical teams from National CSIRT/CERT/CIRTs, the National Cyber Security Authorities, National Cyber Security agencies, as well as Law enforcement officers specializing in cybercrime investigation.
